Blackie Lawless a déclaré dans une interview peu après la sortie de l'album, que "The Neutron Bomber", parle de Ronald Reagan (homme d'État américain, président des États-Unis du 20 janvier 1981 au 20 janvier 1989) et du pouvoir que lui et l'Amérique avaient sur le monde, avec un si grand arsenal nucléaire.
La chanson, bien qu'elle ait probablement été écrite sous sa présidence, est cependant sortie quelques mois après son départ à la retraite et l'élection de Sir George Bush.
